In early 1999 Joal Hall Broun, an assistant public defender, was appointed to fill out the term of the late Alderman Hank Anderson, and she won election to the board that fall. She served on the board until 2011.

Carrboro aldermen bar police arrests based solely on civil immigration violations

The Carrboro Board of Aldermen unanimously adopted Resolution No. 123/2005-06, making it police policy not to arrest or take into custody anyone solely because they have or may have committed a civil immigration violation. The board had asked the town attorney to research the question on April 18, 2006.

Joal Broun is sworn in to the Chapel Hill-Carrboro school board

The district said Broun, a former Carrboro alderman then directing the state's lobbying compliance division, was sworn in to fill the seat left by Michelle Brownstein's resignation. She had also served on the Orange Water and Sewer Authority board and the Orange County Dispute Settlement Center.

The CHCCS board voted unanimously on March 4, 2021 to begin hybrid in-person instruction on March 22, nearly a month before the April 19 start it had approved in February. Students attended in cohorts two days a week, and roughly half could remain fully remote.

Governor Cooper appoints Joal Broun a district court judge for Orange and Chatham counties

Broun was appointed to the District 15B seat vacated by Judge Beverly Scarlett. She was then director of the lobbying compliance division at the North Carolina Department of the Secretary of State.
