Supporting local figure
John Penn of Granville County sat in the Third Provincial Congress at Hillsborough in 1775, which appointed him to the Continental Congress in Richard Caswell's place. In 1780 he was one of the three members of the Board of War that met at Hillsborough, and with the other two often absent he acted alone much of the time.
