Williams sat for Johnston County in the Third Provincial Congress at Hillsborough in August and September 1775, where he was appointed a lieutenant of the second regiment. One of the University of North Carolina's first trustees from 1789, he took an active role in the 1792 selection of the university site and became president of its board of trustees in 1799.

Bill of 6 September 1780 for a specific provision tax, a levy paid in goods such as corn, wheat, flour, pork, beef, rye, oats and rice for the Revolutionary war effort.
