Floyd "Dipper Boy" Council
Floyd Council was born in Chapel Hill in 1911 and in the 1920s performed on the town's streets with two brothers as the Chapel Hillbillies. He later busked with Blind Boy Fuller and played guitar on a number of Fuller's recordings, credited as "Dipper Boy" Council.
