Caesar Mills, a formerly enslaved person of Hillsborough, had been held in slavery before emancipation by Catherine Roulhac of Hillsborough. A tintype portrait of Mills made in 1880 is in the tintype collection of the North Carolina Collection Photographic Archives at UNC.
