Chapel Hill enacts the Northside neighborhood conservation district
After residents asked for protection from student-rental conversions, the council enacted the town's first neighborhood conservation district, a zoning overlay limiting house size and height in Northside. An advisory committee drafted it through 2003 before a January 21, 2004 public hearing.

Chapel Hill council received the Rogers Road Small Area Plan Task Force's final report
Council members Mark Kleinschmidt and Bill Strom presented the report, and the council voted 9 to 0 to send it to advisory boards, Carrboro, Orange County, OWASA and the city schools, with a joint public hearing planned for October 2009. Rev. Robert Campbell of RENA thanked the council for giving the community a voice.
