Governor Martin and his council at Hillsborough forbid the export of wheat, rye and flour
Told of a long drought and failing corn crops in the western parts of the province, the council sitting at Hillsborough advised an embargo, and Martin proclaimed a three-month ban on shipping wheat, rye or flour out of the province.
